Summary:

This proposed rulemaking has two primary purposes. The first primary purpose is to expand the seasonal self-inspection program to include swine. The second primary purpose is to clarify and update the livestock self-inspection program generally.

Animal Services Fees: R3-2-203, R3-2-701 & R3-2-810

Summary:

This rulemaking increases the fee for slaughter licenses to $250, $300 and $450 respectively; increases the fee for meat licenses to $300 through $500; increases the service charge for livestock inspections to $10; and raises various dairy licenses for fiscal year 2010-11.

Summary:

This rulemaking increases the fee to register a pesticide from $100 to $110 for fiscal year 2010-11.

Summary:

Rule:

Equine Rescue Facility Registration : R3-2-708

Summary:

This proposed rulemaking implements A.R.S. ยง 3-1350, which was enacted in 2009, by setting out requirements and a fee for equine rescue facilities to get on the Department's registry of equine rescue facilities. The requirements include minimum standards for the physical condition of the facility and equine care and treatment at the facility. Facilities complying fully with standards that meet or exceed the minimum standards in every respect will be considered in compliance with the minimum standards.

Rule:

Meat and Poultry Inspection; Slaughtering Standards: R3-2-202

Summary:

This rulemaking updates the incorporation by reference of the federal standards from the 2004 version to the 2009 version. The primary change in the newer version is the inclusion of two additional safeguards concerning preventing the transmission of bovine spongiform encephalopathy (BSE) through the food supply. One, they prevent cattle that cannot walk or rise from being slaughtered for use as human food. Two, they prevent specified risk materials from cattle over 30 months old, including the brain, skull, eyes, trigeminal ganglia, spinal cord, certain parts of the vertebral column, and dorsal root ganglia, and the tonsils and distal ileum from all cattle from being used in the human food supply.

Rule:

Animal Services Division - Animal Husbandry: R3-2-900s

Summary:

The Department has proposed a rulemaking that will require all cage-produced eggs sold in the state to be certified by the United Egg Producers (UEP) and to indicate said certification on all egg containers. Additionally, all cage-use egg-producers in the state with more than 20,000 egg laying hens will also have to be certified by the UEP and comply with federal sanitary conditions.
